When the College was officially instituted on October 23rd, 1997, it included the Department of Foreign Languages and Literature, Department of Foreign Trade and Foreign Languages, the Tourist English program of the Travel Services Department and the College English Department. Prof. Liu Shicong, doctoral adviser, was the first Dean of the College and Prof. Jiang Huashang the Secretary of the College Party Committee, succeeded half a year later by Prof. Xiao Futang. The present Deputy Dean of the College is Prof. Wang Jianyi, with Prof. Gao Haiyan as Secretary of the Party Committee.
The College consists of five departments: English, Japanese, Western Languages, Translation and College English, and attached to it are three research centers: British and American Literatures, Russian Literature, and Translation. Five language-teaching programs are offered at the College, English, Japanese, Russian, German, and French, of which the first three programs have authorized MA programs.
